Is it legal to buy a medical device not yet approved by the FDA, England, and delivered to the U.S.?

There is a device called http://www.youtube.com/nudrive08 NuDrive I want to get my wheelchair. It only costs $ 600, not port understood, but I have a nephew in the army, which he assigned that can buy it for me. Comparable equipment manufactured in the United States have a cost from $ 4,000. I know, stranger things can be called a medical device, but it seems that the electric scooter / chair people would be tears about it, not the FDA. Just the label "pieces chair "package (which is the truth) and send it. All they can do is ask you want kind of chair parts they are. Handles would be a good answer ... (G)
